Island fees for 2011-2012 

The tables below set out the agreed fee levels in 2011/12 for full-time undergraduate ‘Island fee’ students from Jersey, Guernsey and the Isle of Man that are funded by one of the three Island Authorities (the ‘Island Authorities’).

Rates for ‘old system’ Island fee students for 2011/12

The table below sets out the agreed Island fees for ‘old system’ students, defined as any full-time undergraduates re-enrolling in 2011/12 who were in the system before 2006/07 when variable tuition fees were introduced.

The table below sets out the agreed Island fees for ‘new system’ students, defined as any full-time undergraduates enrolling for the first time in 2011/12, or full-time undergraduates re-enrolling in 2011/12 who were not in the system before 2006/7.

Calculation of agreed prices

  • The agreed prices have been calculated based upon the methodology agreed with the Island Authorities in 2006, for the period 2006-2009 (as described in i-notes I/05/143 and I/06/044, accessible via the Universities UK Extranet). For 2009/10, revisions were required with respect to subsequent changes, including the withdrawal of research capability funding in 2008/09, and the use by HEFCE of RAE 2008 grading profiles.

  • It was agreed with the Island Authorities that the fees should continue to be calculated on this basis for 2010/11 and for 2011/12. The agreed rates for 2011/12 reflect the reduction in the notional HEFCE grant rate shown in HEFCE 2011/07: Recurrent grants for 2011/12.

Training and Development Agency (TDA) courses

  • All TDA-funded initial teacher training courses will be price group C.

National Health Service (NHS) courses

  • Universities UK recommends that students on NHS-funded courses should be charged the relevant NHS benchmark price. For the NHS benchmark prices please see the guidance from the Department of Health/Council of Deans of Health on benchmark pricing and the National Framework Agreement for health professions education (as described in i-note I/2011/025, accessible via the Universities UK Extranet).

Action

  • Members should be aware that the Island Authorities will not pay fees in excess of the agreed rates, and Universities UK invites all members to abide by the agreed fee levels for Island fee students for 2011/12

  • There is evidence that, in a limited number of cases, some universities are charging lower fees for overseas students than for Island students charged the negotiated fee rate who are following the same course. In these circumstances, Universities UK would urge universities to consider charging Island students the same, lower rate as charged for overseas students. In cases where a university decides, nonetheless, to charge a lower annual rate for overseas students for a course than that negotiated rate for Island students, the university should be prepared to justify to the Island Authorities and others the academic and business basis for the decision. The university should be aware that by charging higher rates for Island students than overseas students, its recruitment of Island students could be adversely affected.
