Calculation of agreed prices

4. The agreed prices have been calculated according to the methodology agreed with the Island Authorities in 2006, for the period 2006-2009 (as described in I-notes I/05/143 and I/06/044), accessible via the Universities UK extranet.

Training and Development Agency (TDA) courses

5. All TDA-funded courses of initial teacher training will again be fee Band C.

National Health Service (NHS) courses

6. Universities UK recommends that Island students on NHS funded courses should be charged the relevant NHS benchmark rate, as advised in I-note I/08/035.

Action

7. Members should be aware that the Island Authorities will not pay fees in excess of the agreed rates, and Universities UK therefore again invites all members to abide by the negotiated fee levels for Island fees students for 2008/09.

8. There is evidence that, in a limited number of cases, some universities are charging lower fees for overseas students than for Island students charged the negotiated fee rate that are following the same course. In these circumstances, Universities UK would urge universities to consider charging Island students the same, lower rate as charged for overseas students. In cases where a university decides nonetheless to charge a lower annual rate for overseas students for a course than that negotiated for Island students, the university may be asked to explain to the Island Authorities and others the academic and business basis for the decision. The university should be aware that by charging higher rates for Island students than overseas students, its recruitment of Island students could be adversely affected.

9. The existing island fees agreement covers the period to 2008/09. Universities UK will shortly begin negotiations on behalf of its members with the Island Authorities to secure an agreed basis for setting levels for island fees for a further period, beyond 2008/09.

Details on fee rates for Island students

10. The methodology for determining the fee levels for Islands' students is agreed as:

  1. the basic HEFCE unit of resource for the four Bands; plus
  2. an addition for 'special funding' for teaching weighted by Band
  3. an additional capability research element weighted by band.
  4. an additional research element weighted by band.

11. It is agreed with the Island Authorities that to differentiate fees at course level according to whether there was or was not relevant research activity is simply impracticable. Therefore, the research element will be added to all fees in any institution in receipt of a UK QR grant having obtained at least an RAE grade 4 in at least one unit of assessment.
