Higher Education Better Regulation Group

The Higher Education Better Regulation Group (HEBRG) promotes proportionate and risk-based regulation and supports the HE sector, its agencies and government in achieving better regulation for higher education.

Better regulation is based on five principles that state that regulation is transparent, accountable, proportionate, consistent, and targeted where action is needed.
The group takes into account views on regulation both from within the HE sector and from within the wider context of the government's cross-departmental better regulation and regulatory policy initiatives. We are currently involved with health education regulation, the impact of immigration regulation on the HE sector, and the regulation of higher education by professional and statutory bodies.

 Our work includes:

  • engaging with the government's cross-departmental better regulation agenda and representing the HE sector and its interests 
  • assessing and analysing the impact of regulation on the HE sector
  • revising and updating the Higher Education Concordat and encouraging new signatories
  • mapping the emerging accountability and regulatory framework for HE
  • supporting efficient and effective engagement between the sector and professional, statutory and regulatory bodies (PSRBs)

HEBRG was established in 2010 as the successor to the Higher Education Regulation Review Group (HERRG) in order to address changing public and political attitudes towards accountability and the evolving regulatory landscape. Its membership is inclusive of higher education funding bodies, regulators and representative bodies from England, Scotland, Wales and Northern Ireland.
